Senior International Assistance Officer

Summary of Duties:

Under the direction of the Head of Aid, the Senior Officer in International Development will contribute to the planning, development, implementation, and monitoring of Canada-funded development projects in Tunisia. Working closely with colleagues at Global Affairs Canada headquarters in Ottawa (Canada), the Officer will be responsible for managing and administering a portfolio of projects, including financial management. The role entails conducting trend analyses, formulating strategic advice and recommendations, representing Canada in meetings and events, coordinating field visits, and establishing and maintaining a network of relationships with Tunisian government officials, local and international institutions, civil society, NGOs, and the private sector. The Officer will engage with partners to ensure the effectiveness of Canada’s overall engagement in international development in Tunisia.

Area of Selection:

This position is open to candidates who have the right to reside and work in Tunisia as an employee on a permanent basis as well as to all employees of the mission occupying an indeterminate or determined position and to employees hired in Temporary Contract, who have all the essential qualifications and whose applications are received before the closing date.

ESSENTIAL QUALIFICATIONS

Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience.

Candidates must clearly demonstrate when applying to the position how they meet each of these essential qualifications.

*Language will be assessed further during the process. 

Education:

Candidates will be required to provide proof of the completion of their education.

      • Undergraduate University degree (3-4 years of study) from a recognized university in a field relevant to international development.

Language:

      • French – Advanced Level (oral and written).
      • English – Intermediate Level (oral and written).
      • Arabic – Intermediate Level (oral and written).

Experience:

Significant experience is required in various fields over the past 5 years. Significant experience includes the breadth, depth, and diversity typically associated with performing a wide range of complex activities.

Desired experiences include:

      • Significant experience managing international development programs, projects, or initiatives.
      • Significant experience in research, analysis, report writing, and formulating strategic recommendations on issues related to international development in Tunisia.
      • Significant experience applying Results-Based Management (RBM) principles in managing and monitoring international development programs, projects, or initiatives.
      • Significant experience in networking and partnership management with governmental and non-governmental organizations (e.g., civil society, private sector, multilateral institutions, donors, etc.).

RATED REQUIREMENTS

The Rated Requirements are part of the essential qualifications and are relating to knowledge, abilities and competencies. Methods of assessment for rated requirements may include, but are not limited to, a written examination, an oral interview (online pre-recorded/live or in-person), role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:

      • Knowledge of development issues in Tunisia.
      • Knowledge of the roles of key development actors in Tunisia.
      • Knowledge of development themes such as gender equality, women’s economic empowerment, inclusive governance, climate change, peace and security.

Competencies:

      • Strategic Thinking and Decision Making.
      • Planning.
      • Initiative and Action Orientation.
      • Resilience and Adaptability.
      • Judgement and discretion.

Asset Qualifications:

Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.

      • Master’s degree or certificate (Bachelor degree + 1-2 years) from a recognized university in a field relevant to international development.
      • Knowledge of policies and procedures of Global Affairs Canada.
      • Experience working in a diplomatic mission.
      • Experience working with a Canadian organization or studying in Canada.

Operational Requirements:

      • Willingness and ability to work occasionally outside normal working hours and / or weekends and to travel outside of town and to neighboring countries.
      • Work schedule: 37.5 hours per week.

Conditions of Employment:

Conditions of employment must be met or complied with before being appointed to a particular position, and are to be maintained throughout the employment while being the incumbent of this position.

      • Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period.
      • Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada covering the entire employment period.
